The Motor Vehicles Department (MVD) in Kozhikode district is grappling with a significant challenge: an accumulation of unpaid fines despite a hefty investment in AI-powered cameras designed to enforce traffic laws more rigorously. Since the implementation of these advanced systems in June 2023, there’s been a marked increase in the detection of traffic violations. However, a concerning trend has emerged, with numerous motorists sidestepping their financial obligations, leaving the district with an outstanding fine balance of approximately ₹40 crore.
These AI cameras, distributed strategically across Kozhikode, have recorded a slew of infringements primarily centered around mobile phone usage while driving, helmetless riding, triple riding, and the neglect of seatbelt usage. Although the district boasts 60 cameras, only 55 are currently operational due to technical glitches. The MVD is actively monitoring these systems via a dedicated control room in Chevayur, managed by a 15-member team, to ensure efficient enforcement coordination.
A senior official from the MVD highlighted the increasing challenge of fine evasion. “While some motorists appear to be deliberately avoiding payment, others may not even be aware that they’re being fined,” the official explained. This lack of awareness persists despite notices being dispatched promptly to offenders, alerting them to the fines and urging swift payment to evade further sanctions, which could include vehicle blacklisting.
Moreover, there are ongoing investigations into tactics employed by some motorists to circumvent detection by AI cameras, raising concerns about the efficacy and compliance with these systems. Despite these hurdles, the department reports a steady rise in recorded violations. In just the past month, over 33,000 cases have been documented, with a staggering 20,000 linked to riding without helmets. The remainder predominantly involves driving without seatbelts.
