Revitalizing the Northeast: Why Dibrugarh’s Aspirations for a Second Capital Make Emotional Sense
GUWAHATI: Chief Minister Dr. Himanta Biswa Sarma has revealed his government’s plans to transform Dibrugarh into the second capital of Assam, citing the city’s rich history and potential for economic growth.
As part of the state’s guiding principles of “strengthening virasat and vikash,” the Chief Minister believes that Dibrugarh, once a major industrial center in India, can regain its lost glory by leveraging its natural strengths. With its historic train connection, bustling port, and proximity to the entertainment and educational institutions, Dibrugarh has the potential to emerge as a major economic and cultural hub in eastern India.
To achieve this vision, the government has initiated several projects, including the operationalization of the Chief Minister’s secretariat, upgrading the Assam Assembly campus, and laying the groundwork for the city’s development. During a recent visit to Dibrugarh, the Chief Minister met with over 60 organizations, addressed 18 Assembly questions, approved 109 letters, and reviewed over 500 ongoing projects worth Rs 3,500 crore.
The government’s plan focuses on reviving the city’s infrastructure, including the construction of roads, flyovers, highways, embankments, hospitals, schools, and cultural facilities. The Chief Minister has also announced a 2027 deadline for the completion of the Assam Legislative Assembly complex and MLA Hostel in Dibrugarh. This development will bring the state government closer to the people, fostering better communication and governance.
The Chief Minister has expressed his commitment to creating a more inclusive and more effective government, saying, “Given our government’s growing presence here, such interactions have become easier and more effective. Our sustained effort is to bring the government and administration closer to Dibrugarh and people living in this region.” By reviving the city’s glory and providing a platform for growth, the Assam government is poised to make Dibrugarh a major economic and cultural hub in the region.
