Jamia University Lifts Suspension of Protesting Students with Strict Conditions

Days after the Delhi High Court stayed suspension orders against 7 of 17 students involved in campus protests, Jamia Millia Islamia (JMI) has announced it will revoke their suspension, with a caveat. The varsity has issued two separate orders, with different conditions, to the students.

In its first order, JMI stated that the seven reinstated students are allowed to resume their academic activities, subject to their commitment to upholding the university’s rules and regulations. A separate order issued to the 10 other students, however, requires them to sign a “bond of good conduct” within 7 working days in order for their suspension to be lifted. The other seven, except one, were not asked to sign such a bond.

The controversy began in December, when 17 students were indefinitely suspended and banned from the campus for protesting against administrative actions, including show-cause notices issued to two PhD students for allegedly sloganeering without permission during a “CAA-NRC Remembrance Day” event. Two of these students, Niranjan K S and Saurabh Tripathi, moved the court, seeking a stay on the suspension orders.

On March 12, the varsity issued orders stating that the disciplinary committee, in a meeting on February 25, had recommended the revocation of suspension for Niranjan and Saurabh, subject to them paying a fine of Rs 3,000 and Rs 5,000, respectively, and submitting a “bond of good conduct” within 7 working days. However, Niranjan’s petition was withdrawn, and he was allowed to attend classes, with the only remaining issue being the imposition of a fine of Rs 3,000.

Saurabh, on the other hand, was also among the seven who moved the court, and is the only one among them asked to submit the “good conduct bond”. A disciplinary committee meeting on March 4 for those facing suspension from the university, and another on February 25 for those involved in the December 2024 gathering, recommended the revocation of suspension for 10 students. The varsity’s orders, signed by Chief Proctor Naved Jamal, stated that considering the committee’s recommendation, the competent authority has decided to revoke the suspension order.

However, the revocation came with a condition – the students were instructed to resume their academic activities with a “strict commitment to uphold University Rules and regulations by submitting the Bond of Good Conduct within seven working days from the receipt of this notice.” The “Bond of Good Conduct” stipulates that its violation will invite “strict disciplinary action”, including “expulsion/rustication”, and that the student undertakes to “bind myself to be of good behaviour to Jamia Millia Islamia and its all authorities/ teachers/staff/students and visitors.”

The varsity’s order also cautioned the students to not engage in any protests or gatherings without prior permission, and not to block roads, gates, or buildings, as such actions may disrupt the normal functioning of the university. JMI’s statement last month had stated that protests had disrupted academic activities and resulted in property damage, including the vandalizing of the central canteen and the breaking of the gate of the security advisor’s office.
