Tensions Simmer in Meghalaya over Proposed Investment Act
Shillong, Meghalaya – A sea of blue flags and bold slogans flooded the streets of Shillong on Tuesday as members of the Khasi Students’ Union (KSU) took to the streets to protest the proposed Meghalaya State Investment Promotion & Facilitation Act, 2024 (MSIPF). The legislation, they claim, poses a significant threat to their tribe’s rights and sovereignty.
The protesters, who were carrying placards and banners, were vocal about their opposition to the MSIPF, which they believe will undermine the spirit of the Meghalaya Land Transfer Act. They accuse the government of empowering the Meghalaya Investment Promotion Authority (MIPA) to acquire and allocate land for private investment, a move that will erode tribal landholdings. The act, they argue, favors the interests of a select few at the expense of the people’s rights.
KSU General Secretary Donald V. Thabah expressed his strong discontent with the proposed act, stating, “The MSIPF is a draconian act that jeopardizes our land and employment opportunities. It benefits a select few at the cost of our people’s rights.” He warned that the union will intensify the protests if the government fails to address their concerns. “We cannot allow our land and culture to be sacrificed for the benefit of others,” he added.
Another contentious issue is the proposed introduction of railway connectivity in the Khasi and Jaintia Hills, which the union believes will lead to an influx of outsiders. “Implement the Inner Line Permit first, then discuss railway expansion,” read one of the placards, summarizing the union’s stance. Thabah pointed out that Imphal in Manipur, which is farther from Guwahati than Shillong, enjoys cheaper goods without railway connectivity, challenging the assumption that railways would lower costs. He also cautioned that railway development could lead to demographic shifts unfavorable to indigenous communities, citing the example of Dimapur in Nagaland, where locals have reportedly become minorities due to an influx of outsiders.
The union has made it clear that it will not back down in its opposition to the MSIPF and the proposed railway project, and a heated debate is expected in the days to come. As the situation unfolds, one thing is certain: the future of Meghalaya’s unique cultural identity and the rights of its indigenous people hang in the balance.
