Assam Aims to Create 2 Lakh Jobs with Investment Push, But Land Acquisition Proves a Major Hurdle
Guwahati, March 1: Assam’s Chief Minister Himanta Biswa Sarma has announced that the state’s Advantage Assam 2.0 summit has secured investment commitments worth a staggering Rs 5.18 lakh crore, paving the way for the creation of two lakh direct jobs.
However, the Chief Minister has warned that the biggest hurdle now lies in providing land and competitive incentives to prospective investors. To overcome this challenge, the government plans to allocate government-owned land for industries, rather than private agricultural land, to ensure a smoother process.
A Strategic Plan in Motion
Sarma emphasized that even if 70% of the proposed investments are successfully implemented, Assam could leap into the next league of development, amounting to 80% of the state’s GDP. To achieve this goal, the government will focus on:
• Land Allocation: Sticking to the mantra of "no one will buy land to set up industries, and the cost of acquiring private land is high," the state government will allocate government land, with a clear focus on preserving core agricultural land.
• Competitive Incentives: To remain competitive with other states, Assam must offer attractive incentives to businesses. The government will provide attractive packages to encourage investors to set up shop in the state.
• MoUs and Next Steps: The Chief Minister announced that the state will begin discussions with investors next month, dedicating the first six months to creating a roadmap for project execution. The MoUs signed include 45 non-financial agreements focused on CSR, collaborations, and philanthropic initiatives.
• Education and Skill Development: To ensure the state is workforce-ready, the government will prioritize MoUs related to education and skill development in the first phase.
Oil Exploration and Production
Sarma highlighted the significant investment in oil exploration and production, stating that unlocking Assam’s oil and gas potential could double the state’s GDP within five years. This is set to be a crucial factor in the state’s economic growth.
Boost to Rural Development
The Chief Minister also announced plans to invite Reliance Group Chairman Mukesh Ambani to launch Napier grass plantations in Karbi Anglong, supporting Reliance’s compressed biogas plant initiative. He emphasized that Karbi Anglong and Dima Hasao hold the key to Assam’s industrial future, given their vast land and mineral resources.
As Assam embarks on this ambitious journey, it remains to be seen whether the state can successfully overcome the challenges that lie ahead. With a clear vision and a focused strategy, the government is confident that it can achieve its goals and propel the state to new heights.
