Unmasking the Shocking Inequality: Drastic Disparities in Ministerial and Clerical Staff Deployment in Arunachal’s DDSE Offices
In a glaring revelation of flawed educational policy and administrative favoritism, significant disparities have emerged in the deployment of clerical staff across the Deputy Director of School Education (DDSE) offices in Arunachal Pradesh. Data accessed by The Arunachal Times shows a skewed distribution of clerical personnel, highlighting issues of partiality in their transfer and posting, along with administrative inertia within the state’s education department.
The data reveals that while the Directorate of Elementary Education (DEE) employs 27 clerical staffers and the Directorate of Secondary Education (DSE) has 37, the deployment across districts varies significantly. East Siang tops the list with 44 clerical staffers, followed by Changlang with 32. Other districts like Lower Subansiri, West Siang, and Lower Dibang Valley have 24, 20, and 20 staffers, respectively. Conversely, districts like Kamle, Kra Daadi, and Pakke-Kessang struggle with only one clerical staffer each. Similarly, Education Minister Passang Dorjee Sona’s home district, Shi-Yomi, along with Keyi Panyor, has only two staffers each.
Geographically larger districts such as East Kameng and Upper Siang, among others, are notably understaffed, further compounding the problem. Addressing these disparities, Sona emphasized the need for rationalizing human resources to optimize workforce output for the greater benefit of both the department and the state. Echoing this sentiment, Education Commissioner Amjad Tak confirmed that clerical staff rationalization is part of ongoing educational reforms initiated by the chief minister.
Tak assured that although past deployment lacked adherence to norms, future rationalization efforts would follow a fair, systematic approach. The arbitrary transfers and resistance from staffers to serve in certain areas have exacerbated these disparities, necessitating an urgent review to ensure a balanced distribution of clerical resources statewide.
