Bombay HC Condemns Maharashtra’s Inaction on Nylon Manja Ban: Urgent Call for Change Before Makar Sankranti
The Aurangabad bench of the Bombay High Court has expressed strong disapproval of the Maharashtra government’s failure to establish regulations against the dangerous nylon kite strings, known as ‘manja’, following reports of injuries and fatalities. In light of the impending Makar Sankranti festival, which typically sees a rise in kite flying activities, the court has mandated law enforcement and local civic bodies to take stringent measures against the use of these synthetic strings.
The directive requires authorities to remain vigilant for a month to prevent injuries associated with nylon manja. This includes monitoring and penalizing businesses involved in the sale and distribution of kite materials, and maintaining records of their enforcement efforts, to be reviewed at the next hearing on January 16.
The order was issued by Justices Mangesh S Patil and Prafulla S Khubalkar based on a suo motu PIL initiated after recognizing the dangers posed by nylon manja. Government Pleader A B Girase reported that some districts have begun addressing the issue by registering offences, conducting raids, holding awareness events in schools, and establishing dedicated task forces. However, he acknowledged that while suppliers have been apprehended, manufacturers remain elusive.
The bench criticized the Maharashtra government for its lack of initiative in formulating a policy to ban nylon manja, noting that 14 other states have already implemented such measures. It labeled the government’s inaction as “unbecoming” and urged immediate measures to safeguard the public, especially during Makar Sankranti. The bench’s firm stance underscores the urgent need for legislative action to tackle this persistent issue.
