Remarkable Triumph: Tripura, Assam, and Mizoram Achieve Record-High Sapling Survival Rates!

In a recent parliamentary session, Union Minister of State for Environment, Forest and Climate Change, Kirti Vardhan Singh, provided insights into the effectiveness of afforestation efforts under the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) for the financial year 2023-24. Tripura, Assam, and Mizoram, part of India’s seven northeastern states, reported impressive sapling survival rates exceeding 80% with specific percentages of 85%, 83.75%, and 83%, respectively. However, Arunachal Pradesh lagged significantly, with a survival rate falling below 60%.

The minister’s written response was in reply to a query raised by Congress MP Pradyut Bordoloi. While the CAMPA initiative displayed promising results in some states, Arunachal Pradesh’s low performance highlights the need for enhanced efforts in ensuring sapling survival.

Nagaland, on the other hand, lacks a state-specific CAMPA authority, which could impact its afforestation initiatives. The report revealed that among the Rs 451.92 crore approved by the National Authority for the northeastern states, Rs 328.5 crore was utilized for afforestation and related activities under CAMPA in the previous fiscal year.

The core objective of the National CAMPA is the ecological restoration of degraded forest or non-forest lands through targeted afforestation and natural regeneration, allowing these lands to eventually evolve into representative forest types suitable to their respective regions. Regular monitoring by state forest departments and government agencies aims to ensure the highest possible survival of planted saplings. This includes replacing those that do not survive during subsequent maintenance and conducting periodic third-party assessments. Additionally, the Forest Survey of India oversees afforestation efforts via the e-Greenwatch portal, ensuring that progress is tracked and reported efficiently.

These efforts underscore the government’s commitment to restoring ecological balance while highlighting areas that need further improvement to achieve sustainable forest management across the northeastern states.
