Rising Tensions in Sikkim: Fierce Uproar in Lachung Over Controversial Dzomsa Abolition Proposal—Two Cases Ignite Concerns
A public meeting at Sikkim’s Thomchi Playground on December 12 became the center of controversy due to a contentious debate over the proposed abolition of the Dzomsa system. This traditional self-governance model has managed community affairs in Lachen and Lachung in North Sikkim since the 19th century. The heated discussions resulted in two legal cases being filed at Lachung Police Station.
The first case, Lachung P.S Case No. 02/2024, involves accusations against Damdi Lachungpa and seven others. Charges under Sections 117(2) and 3(5) of the BNS 2023 relate to a violent confrontation during the meeting. According to police reports, the conflict arose when locals gathered to discuss a July 2024 memorandum addressed to the District Magistrate of Mangan, which advocated for dismantling the Dzomsa system. This memorandum, signed by seven unidentified individuals, triggered the debate, leading to an altercation where the complainant and his brother, Kundup Dorjee Lachungpa, were allegedly attacked by the accused. Both victims required medical attention at the District Hospital in Mangan.
The second case, Lachung P.S Case No. 03/2024, charges Pema Wangay Lachungpa and Kundup Dorjee Lachungpa under Sections 270, 125, and 3(5) of the BNS 2023. Tensions escalated during the same meeting when Kundup Dorjee reportedly wielded a khukuri—a traditional weapon—to intimidate attendees, causing panic though no injuries were reported.
The Dzomsa system, a council that mediates community affairs without involving courts, was officially recognized by the government in 1985, despite the introduction of the Panchayati Raj system elsewhere in Sikkim. The meeting’s debates highlight the tension between traditional governance and modern legislative frameworks. Police investigations are ongoing, with legal proceedings being pursued in both cases.
