Revolutionary Assam Reforms: Empowering Communities with Streamlined ‘Khazana’ Payment and Simplified Land Ownership
In a decisive Cabinet meeting led by Assam Chief Minister Himanta Biswa Sarma on December 11, the state government unveiled strategic reforms focused on enhancing land administration and easing land transactions. Recognizing the difficulties faced by micro and small landholders, the Cabinet sanctioned the continued use of manual payment methods for Khazana, including the issuance of manual receipts. This decision aims to address the challenges landholders encounter with online payment systems. Nonetheless, the government remains committed to integrating Pattadars into the e-Khazana portal as part of its comprehensive land administration reforms.
Another pivotal decision saw the Cabinet approving the waiver of renewal fees under the Societies Registration Act for non-individual juridical entities. This includes Namghars, religious institutions, and non-governmental educational institutions, streamlining their applications for land allotment under the Mission Basundhara 3.0 initiative. Furthermore, the requirement for these entities to provide a Chartered Accountant’s certificate to audit their finances from the previous three years has been eliminated, thereby simplifying the land application process considerably.
In related developments, the Assam government announced stricter Aadhaar verification guidelines aimed at preventing misuse and curbing infiltration. These measures reflect the government’s commitment to efficient administration and transparency in land transactions, signifying a transformative approach to managing land-related issues in the state.
