Drastic Pollution Crackdown: Delhi’s Bold Ban on BS-III & BS-IV Vehicles—with Hefty Fines Awaits Violators
To combat Delhi’s escalating air pollution, the government has imposed a ban on BS-III petrol and BS-IV diesel four-wheelers under the Graded Response Action Plan (GRAP-III), commencing this Friday. Violators will face legal action under Section 194(1) of the Motor Vehicle Act, 1988, coupled with a hefty fine of Rs 20,000. The directive explicitly prohibits the operation of these vehicles within Delhi, with exceptions only for those transporting essential commodities or providing essential services.
Additionally, diesel-operated medium goods vehicles registered in Delhi and light commercial vehicles registered outside Delhi are prohibited, unless engaged in essential services. Inter-state buses from NCR states, excluding electric, CNG, or BS-VI diesel vehicles, are also barred from entering Delhi, as per news agency ANI.
The measures, prompted by severe air quality deterioration in Delhi, demand the implementation of GRAP-III, which initiates from 8 a.m. Friday, directed by the Commission for Air Quality Management (CAQM). This action plan is designed to arrest further air quality decline, focusing on measures like mechanical road sweeping, daily water sprinkling with dust suppressants, especially before peak traffic hours, and proper disposal of collected dust to designated sites.
Furthermore, all demolition, earthworks, and transportation of demolition waste are suspended under GRAP-III. The Graded Response Action Plan identifies four stages of air quality: ‘poor’ (AQI 201-300), ‘very poor’ (AQI 301-400), ‘severe’ (AQI 401-450), and ‘severe plus’ (AQI >450), with Stage III now in effect.
The 11-point action plan under Stage III emphasizes increased public transport services, differential pricing to encourage off-peak travel, and enhanced management measures to improve air quality. This swift action underlines the urgency to tackle Delhi’s pressing air pollution challenges.
