Assam Moves Forward with Implementation of Clause 6 of Assam Accord
Guwahati: After nearly four decades since the culmination of the six-year anti-foreigners movement (1979-85) in Assam, the state is gearing up to implement the pivotal Clause 6 of the 1985 Assam Accord. This clause aims to provide constitutional, legislative, and administrative safeguards to protect, preserve, and promote the cultural, social, and linguistic identity and heritage of the Assamese people.
On Wednesday, the Assam government held significant discussions with the All Assam Students’ Union (AASU) regarding the recommendations made by the Justice (Retd) Biplab Kumar Sharma committee for Clause 6. Chief Minister Himanta Biswa Sarma confirmed the government’s commitment to implementing 52 recommendations by April next year. These recommendations include 40 that fall under the state government’s jurisdiction, 12 needing central government concurrence, and 15 solely within the central government’s domain.
Sarma announced that an action plan would be presented on October 25. "If AASU agrees, we will implement the 52 recommendations under the state government’s responsibility before April 2025," he said. The recommendations are categorized into land rights, cultural rights, and linguistic rights.
The 14-member committee was formed by the Centre in 2019 amidst protests against the Citizenship Amendment Act (CAA) and submitted its report to then-chief minister Sarbananda Sonowal in February 2020. It was decided in the meeting to make the report public and identify who will implement each task and how. The state government will also formally request the central government to implement its respective clauses and engage in discussions with AASU.
Sarma clarified that the recommendations would not be implemented in the Barak Valley and only with consent in Sixth Schedule areas. A second meeting with AASU is scheduled for October 25. AASU Chief Adviser Samujjal Bhattacharya called the meeting a positive start but stressed the need for concrete results, emphasizing that illegal migrants must not dominate Assam’s future.
