President Joe Biden, Australian PM Anthony Albanese, Indian PM Narendra Modi, and Japanese PM Fumio Kishida convened at Archmere Academy in Wilmington, Delaware, for a Quad summit to discuss critical global issues.
UNSC Reforms
In a joint statement, the Quad leaders underscored the urgent need for United Nations Security Council (UNSC) reforms to enhance its representativeness and accountability. They advocated for expanded permanent membership to include regions like Africa, Asia, Latin America, and the Caribbean.India remains actively engaged in advancing UNSC reform through the Intergovernmental Negotiations (IGN) and the G4 group, which includes Brazil, Germany, and Japan. This effort reflects a commitment to updating the UNSC to better mirror current geopolitical realities—a cause frequently championed by Prime Minister Narendra Modi and External Affairs Minister S. Jaishankar at the UN.
Ukraine Conflict
Addressing the Ukraine conflict, the Quad expressed deep concern over the humanitarian crisis and reasserted their commitment to international law, territorial integrity, and sovereignty. Condemning ongoing violence and calling for a comprehensive peace solution, the leaders highlighted the war’s detrimental effects on global food and energy security.
Without explicitly mentioning Russia, the statement emphasized that the use or threat of nuclear weapons is unacceptable. It reiterated the importance of upholding international law and urged all nations to refrain from force against any state’s territorial integrity and sovereignty.
Gaza War
The Quad leaders also condemned the October 7 terror attacks on Israel and stressed the need for urgent humanitarian aid for Gaza. They called for an immediate ceasefire and the release of hostages held by Hamas.
The statement reiterated support for a two-state solution, addressing both Palestinian sovereignty and Israel’s security concerns. Additionally, the leaders condemned Houthi attacks on commercial vessels in the Red Sea and Gulf of Aden, noting that such actions destabilize the region and threaten maritime safety.
