Essential Relief: Himanta Biswa Sarma’s Mega Direct Benefit Transfer Plan Transforms Assam Flood Aid
Assam Chief Minister Himanta Biswa Sarma has unveiled a significant change in flood relief distribution with the introduction of a direct benefit transfer (DBT) programme. This initiative, announced on September 1 during a virtual meeting with district commissioners, aims to provide financial aid directly into the bank accounts of flood-affected residents, streamlining the process and reducing delays.
The decision comes in the wake of Assam’s repeated battles with devastating annual floods. Recent statistics from the Ministry of Home Affairs highlight the gravity of the situation, recording 880 flood-related deaths in the state between 2019 and July 2024. The year 2022 was particularly severe, with 278 casualties reported.
In response to these recurrent disasters, the central government has ramped up its support. Between 2019 and 2022, Assam received Rs 503.10 crore through the State Disaster Response Fund. This funding saw a substantial increase for the years 2023 and 2024, amounting to Rs 680.80 crore.
Chief Minister Sarma emphasized that the DBT programme is designed to ensure faster and more efficient relief distribution, directly aiding those in need without the typical bureaucratic delays. By transferring funds directly to victims’ bank accounts, the government aims to enhance the speed and efficacy of its flood relief measures, providing timely support to those grappling with the aftermath of these natural calamities.
This new approach is seen as a pivotal shift in disaster management strategy, potentially setting a precedent for how relief efforts can be conducted more effectively in the future.
