Transformative Land Reforms: Unwavering Support for Mission Basundhara to Prosper Guwahati
Centre to Incentivize State Land Reforms with Financial Support
Guwahati: In her Budget speech, Union Finance Minister Nirmala Sitharaman announced that the Central government will provide financial incentives to state governments to implement land-related reforms in both rural and urban areas. This initiative aims to enhance land administration, planning, and management.
Assam Chief Minister Himanta Biswa Sarma commended the reforms on social media platform X, appreciating their alignment with the state’s ongoing Mission Basundhara 3.0, which seeks to make land revenue services more accessible. The announced reforms will complement Assam’s efforts to streamline land registration processes.
Key aspects of the reforms include:
- Rural Areas: Assignment of a Unique Land Parcel Identification Number (ULPIN or Bhu-Aadhaar), digitization of cadastral maps, land surveys aligning with current ownership, establishment of a land registry, and linking lands to the farmers’ registry.
- Urban Areas: Digitization of land records using GIS mapping, implementation of an IT-based system for property record administration, and modernization of tax administration to bolster the financial health of urban local bodies.
These reforms are expected to be completed within the next three years, supported by appropriate fiscal incentives from the Centre.
Additionally, unrelated news includes a Karnataka government officer caught attempting to dispose of 2kg gold jewelry during a raid, and discussions in Goa about addressing encroachments on Goa Housing Board properties.
This initiative represents a significant push towards modernizing land management systems, which will likely improve efficiency and accessibility for citizens across India.
