He pointed to Venice’s 2021 ban on large cruise ships as a successful precedent, noting that although ships now dock further away to protect the city’s structural integrity, tourists still flood Venice’s narrow lanes.
Venice’s introduction of a 5-euro tourism tax on peak days has proved ineffective, according to Euronews. Similarly, Barcelona faces challenges; a 2023 survey revealed increasing resident dissatisfaction with tourism’s impact. Debrine emphasized the need for a shift towards “quality over quantity” tourism, promoting high-spending, well-behaved travelers over mass tourists. This approach gained momentum during the pandemic and aims to curb issues like excessive drinking and public disorder, akin to measures taken in Amsterdam.
In Barcelona, civil groups advocate for “tourism degrowth” through higher taxes, cruise ship limits, and short-term rental restrictions. Debrine urged travelers to be more considerate, suggesting alternative destinations like Tarragona, which offers cultural attractions and seaside beauty similar to Barcelona but could benefit from increased tourism.
By prioritizing residents’ interests and implementing strategic tourism management, cities can alleviate the negative impacts of mass tourism.
