Empowering Locals: Karnataka Cabinet Triumphantly Approves Job Reservation Bill

The Karnataka Cabinet, chaired by Chief Minister Siddaramaiah, approved the Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024, on July 15. The legislation mandates that industries, factories, and other establishments must appoint local candidates in 50% of management and 75% of non-management positions. The Bill is expected to be tabled in the ongoing legislative session.

A local candidate, as defined by the Act, must be born in Karnataka, domiciled in the state for 15 years, able to read, write, and speak Kannada, and must have passed a Kannada proficiency test conducted by a government-nominated nodal agency. Candidates need a secondary school certificate with Kannada as a language or must pass the specified proficiency test. If enterprises cannot find suitable local candidates, they must collaborate with the government to train locals within three years.

The Bill allows for certain relaxations if sufficient local candidates are unavailable, but the percentage of locals must not dip below 25% in management and 50% in non-management roles. Non-compliance could result in penalties ranging from ₹10,000 to ₹25,000.

This legislative move responds to long-standing demands for greater job reservation for Kannadigas, with recent rallies urging the immediate implementation of the Sarojini Mahishi report. Submitted in 1984 by former Union minister Sarojini Mahishi, the report recommended 100% reservation for locals in group C and D jobs in Central government departments and PSUs operating in Karnataka.
