KSU Checking Drive Persists Despite CM’s Statement on No Work Permit System in State

SHILLONG, July 13: Police have ramped up patrolling in Shillong following reports of migrant labourers being assaulted during document checks by pressure groups. Director General of Police (DGP) Idashisha Nongrang confirmed increased police presence and additional measures like mobile checkpoints to address the incidents. However, she declined to comment on the need for tougher police action.
For over a week, the Khasi Students’ Union (KSU) has been inspecting construction sites to verify labourers’ documents, even setting up an ILP check gate in Ri-Bhoi, which was quickly dismantled. Two assault cases involving labourers—one at JN Stadium and another in Mawiong area—have been reported, prompting four police cases and summonses to KSU leaders.
Despite Chief Minister Conrad K Sangma’s statement deeming such document checks illegal, the KSU has broadened its drive from construction sites to petrol pumps, shops, and tea stalls, extending operations beyond Shillong to other parts of the state. Sangma clarified that only the Labour department registers labourers for their safety and record-keeping, labeling the KSU’s actions as unlawful.
Sangma disclosed that four cases have been registered against groups conducting these checks, criticizing media for underreporting government actions against these groups. Public sentiment reflects a perceived lack of strictness from the government as the drive continues unabated into its fifth day.
Notably, six NHIDCL labourers working on the Shillong-Umiam road maintenance project were allegedly assaulted by KSU members on July 6, with one sustaining serious injuries requiring treatment in Guwahati. On Saturday, KSU Mawthadraishan Circle identified 12 migrant workers at petrol pumps in Nongshillong and Mawphanlur lacking valid documents, ordering their return.
KSU officials warned contractors against employing undocumented workers. Shillong Police briefly detained KSU Nongthymmai Circle president Eric Nongkynrih but released him within two hours following intervention by KSU leaders. Police maintain ongoing investigations and increased presence at construction sites, urging adherence to the law.
