Arunachal Flash Flood Tragedy: Second Body Recovered, Three Missing

Guwahati: Rescue teams on Saturday recovered the body of a second victim of the flash flood that hit the NEEPCO Panyor Hydel Power Project residential colony in Arunachal Pradesh’s Keyi Panyor district, officials said, while three people remain missing. The deceased was identified as 30-year-old Ballari Marak; her body was found about one kilometre from the NEEPCO colony, and her 13-year-old sister, Elesh Marak, is among those still unaccounted for.

A media release from the office of the district superintendent of police said the search and rescue operation entered its fourth day on Saturday and Ballari’s body was recovered at around 12 pm. “The deceased has been identified by local residents,” the statement said. Officials said the body was retrieved from debris near the reservoir of the dam adjacent to the NEEPCO colony. Ballari was also known as Olyn Synkly.

District authorities said Ballari had been living in the NEEPCO colony with her mother to support the education of her younger sister after their father, a NEEPCO employee, died a few years ago. The family is from Ri Bhoi district in Meghalaya and had been staying on the NEEPCO campus until the completion of the younger girl’s schooling at VKV school there, an official added.

The body of another victim, identified as Nirmala Gupta, was recovered earlier. Five people went missing after torrential rain triggered the flash flood, which swept through the NEEPCO colony and a nearby village following roughly three hours of heavy downpour; authorities say three people remain missing.

Relief work is continuing through government agencies coordinated by the district administration. Yachuli MLA Toko Tatung, who has been mobilising donations and assistance for nearly 90 families affected by the disaster, wrote on social media that it is “truly inspiring to witness the outpouring of support from various organisations, NGOs, Self Help Groups and many kind-hearted individuals” and that standing together “strengthens the social fabric of our entire community and state.”

Meanwhile, the Potin–Kimin Road — which links the flood-hit Yazali Circle and central Arunachal Pradesh with Upper Assam — remains blocked due to recurring landslides and slippage of earth and debris despite repeated clearance efforts. Police have been deployed at vulnerable stretches along the Pitapool–Potin route to assist with landslide clearance, regulate traffic and ensure public safety. A media release said road restoration is continuing “on a war footing, subject to weather conditions,” with priority given to emergency vehicles, essential supplies and engineering equipment.

The joint rescue and relief operation involves teams from the National Disaster Response Force, the State Disaster Response Force, district police and local volunteers, with Indian Air Force and state Civil Aviation helicopters deployed for evacuation, relief distribution and rescue efforts.
