Assam Villagers Outraged: Fund Misuse and Botched Nagaon MGNREGA
Residents of Singia Gaon Panchayat in Juria Development Block, Nagaon district, Assam, have alleged irregularities in the implementation of MGNREGA works during the 2024–25 financial year, raising concerns about poor workmanship and possible misuse of public funds. Villagers pointed to an agricultural embankment in Ward No. 5 — the stretch linking East Singaria Mosque to Baniya Bidal — as a key example where on-ground work reportedly falls short of sanctioned estimates.
Locals say several development projects under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) were executed with procedural lapses and substandard quality, undermining the scheme’s objective of guaranteed rural employment and durable rural assets. The complaints, they say, are concentrated on the scale and finish of works relative to funds released.
The panchayat’s Gram Rozgar Sevak (GRS), identified by residents as Abdullah Faruqi, and Assistant Engineer Biswajit Das have been named by villagers as being involved in execution and supervision of the works. Some local representatives are also accused by residents of colluding in the alleged irregularities. All such claims are presented by villagers as allegations and have not been independently verified in this report.
Residents further allege that project signboards were erected in violation of prescribed norms and that, despite funds being disbursed under MGNREGA, only minimal physical work was completed at several sites. These discrepancies, they contend, suggest a mismatch between sanctioned estimates, released funds and actual on-ground progress.
Local people have appealed to State Panchayat and Rural Development Minister Atul Bora to order a thorough inquiry and to take appropriate action against those found responsible. They say a prompt investigation and transparent audit of the projects and expenditures are necessary to restore public trust and ensure MGNREGA funds serve their intended purpose.
The allegations underscore wider concerns about accountability and quality control in rural development works, issues that, if confirmed, could affect both livelihoods and infrastructure in the area.
