Shocking Insights from the Global Terrorism Index 2026: Pakistan Leads, But Where Do India, Israel, the US, and Iran Stand?
Pakistan has once again emerged as the country most affected by terrorism worldwide, according to the latest Global Terrorism Index (GTI) for 2026. The report, published by the Institute for Economics and Peace (IEP), reveals a troubling surge in violence, with 1,139 deaths and 1,045 terrorism-related incidents recorded in 2025. This marks the highest level of violence in Pakistan since 2013, underscoring a persistent security crisis in the region.
With a GTI score of 8.57, Pakistan has displaced Burkina Faso at the top of the index for the first time since 2011. The report attributes this alarming trend to escalating tensions with neighboring countries, compounded by increasing attacks from the Tehrik-e-Taliban Pakistan (TTP) and the Balochistan Liberation Army (BLA). “Pakistan’s strained relations with its neighbours, combined with rising violence, have created significant security risks,” the report states.
The GTI highlights that African nations continue to dominate the list of countries most affected by terrorism, with Burkina Faso, Niger, Nigeria, Mali, Somalia, and the Democratic Republic of the Congo all featuring in the top ranks. Syria, Cambodia, and Israel also made the top ten, with Afghanistan and India following closely at the 11th and 13th positions, respectively. India’s score of 6.43 indicates over 142 terror-related incidents and more than 100 fatalities in 2025.
While Pakistan’s figures have spiked, the global landscape paints a different picture regarding overall terrorism trends. The report states that worldwide deaths from terrorism decreased by 28% to 5,582, reaching the lowest totals since 2007. However, the study notes a stark rise in fatalities in Western nations, where deaths surged by 280% to 57 in 2025, primarily due to rising anti-Semitic and Islamophobic sentiments.
The GTI attributes the title of the deadliest terrorist organization to the Islamic State (IS) and its affiliates, responsible for nearly 17% of all attacks globally. Other notable terrorist groups include Jamaat Nusrat Al-Islam wal Muslimeen (JNIM), TTP, and al-Shabaab, which collectively accounted for 3,869 deaths, or 70% of total fatalities from terrorism.
Concerns also arise regarding Iran, with the report warning that the country’s ongoing conflict could further destabilize the Middle East and increase the likelihood of terrorist attacks carried out by groups sympathetic to Iran. If current tensions escalate, Iran risks becoming a breeding ground for terrorist militias.
Youth radicalization and lone-wolf attacks have emerged as significant threats in the contemporary terrorist landscape. According to the IEP, investigations into youth-related terrorism have tripled since 2021, with 93% of fatal attacks in the West during this period being carried out by lone wolves.
In summary, while global terrorism deaths have generally declined, Pakistan’s troubling resurgence highlights regional security challenges that demand urgent attention. The rise of youth radicalization and lone-wolf attacks further complicates the international effort to combat terrorism, emphasizing the need for sustained vigilance and comprehensive strategies to address these multifaceted threats.
