
Garo Body Urgently Appeals to PM Modi Amid Meghalaya’s Constitutional Crisis
Sounding the alarm over a rapidly escalating humanitarian, constitutional, and law-and-order crisis in Meghalaya’s Garo Hills, the Garoland State Movement Committee (GSMC) has made an urgent appeal to Prime Minister Narendra Modi for immediate Central intervention. The committee is urging action to combat illegal immigration, large-scale tribal land alienation, and alleged administrative failures in Sixth Schedule areas.
In a memorandum submitted on January 13, GSMC General Secretary Tony Tojrang B. Marak warned that the situation in the Garo Hills has reached a “critical tipping point.” He cautioned that continued inaction could have serious implications not only for Meghalaya but also for the entire North-Eastern region.
This appeal follows the shocking killing of indigenous tribal youth Lt. Dilseng M. Sangma in Rajabala, an incident that has reverberated throughout the region. The GSMC alleges that the crime involved members of a dominant community, many suspected to be illegal migrants from Bangladesh or neighboring areas of Assam. The committee contends that this incident highlights significant failures in governance, policing, and enforcement of constitutional protections under the Sixth Schedule.
The organization raised alarming concerns regarding unchecked illegal immigration into Sixth Schedule areas, alleging rampant illegal occupation of tribal land, extensive forgery of Aadhaar cards and voter identity documents, and a systematic exploitation of administrative loopholes to legitimize unlawful settlements. According to the memorandum, these actions threaten indigenous land rights, demographic balance, national security, and the integrity of the Constitution.
The committee has also called for a comprehensive investigation into possible foreign or organized funding networks that may be facilitating illegal settlements and document forgery in the region.
Expressing deep dissatisfaction with the responses from the Meghalaya government and Autonomous District Councils, the GSMC accused officials of prolonged administrative inertia and systemic failure. They warn that such inaction has empowered illegal networks while deepening feelings of fear, insecurity, and injustice among law-abiding indigenous citizens.
The memorandum clearly stated, “If left unaddressed, the unchecked influx and illegal settlements will irreversibly alter the demographic composition of the North-East, erode constitutionally protected tribal land rights, and trigger long-term law-and-order challenges.” It emphasized that this crisis should be recognized as a matter of national importance, rather than merely a regional concern.
The committee urges the Central government to take decisive actions in coordination with state governments and Autonomous District Councils. They recommend steps such as identifying and deporting illegal migrants, reversing illegal settlements on Sixth Schedule land, canceling unlawfully issued land documents, dismantling document forgery operations, and holding accountable those officials who have failed to fulfill their constitutional and statutory duties.
Reaffirming their commitment to peace, harmony, and national unity, the GSMC stated that lasting stability can only be achieved through the firm and impartial enforcement of the rule of law. They stressed that justice for late Dilseng M. Sangma and the preservation of constitutional values necessitate urgent and resolute action from the Centre.
