Similarly, Amos Hochstein, a former senior adviser in the Biden administration, highlighted the challenges of reaching a consensus, emphasizing that Ukraine’s hard-fought sacrifices make territorial concessions deeply unpopular. He added that the Kremlin remains in no rush to finalize an agreement as it seeks to leverage its battlefield advantages.
