Unlocking Potential: China Offers Partnership for India’s Modernisation Journey

China’s Ambassador to India, Xu Feihong, expressed on Tuesday that Beijing is eager to partner with India in its modernization efforts, emphasizing that development serves as a key common goal for both nations. Speaking at a seminar themed ‘China’s 15th Five-Year Plan: New Blueprint for China’s Development, New Opportunities for China-India Cooperation,’ he highlighted the necessity for the two countries to align their development strategies and work together towards modernization.

Ambassador Xu indicated that China is prepared to engage in high-level practical cooperation with India. He outlined that during the 15th Five-Year Plan, China will focus on reinforcing its real economy, enhancing self-reliance in science and technology, and promoting an expansive approach to trade. This strategy is expected to generate more cooperation opportunities for both countries.

He mentioned plans to upgrade traditional sectors, including chemicals and machinery, which could unveil approximately $1.4 trillion in new market space over the next five years. Additionally, China aims to nurture emerging industries like new energy and materials, anticipating the emergence of several trillion-dollar growth engines. Investments in future industries, such as bio-manufacturing and sixth-generation mobile communication, are also in the pipeline, potentially leading to a robust new high-tech industrial ecosystem in China over the next decade.

The Ambassador noted India’s ongoing “Make in India” initiative and affirmed China’s readiness to deepen cooperation to create mutual benefits that enhance development outcomes for both nations. He also invited India to increase premium goods exports to China and encouraged Indian companies to invest and operate in the Chinese market.

Addressing concerns about global governance, Xu remarked that China is committed to multilateralism. He criticized some major countries for pursuing unilateral actions that lead to trade wars and selectively applying international norms, thus challenging developing nations. He reiterated the need for China and India to stand united against hegemony and to collaboratively guide economic globalization towards fairness and equity.

The bilateral trade between India and China reached $115.2 billion in the first nine months of this year, marking an 11% increase compared to last year. Since April, monthly exports from India to China have consistently risen, culminating in a 42% surge in October. Xu also highlighted the resumption of Indian pilgrimages to sacred sites in Tibet and the issuance of tourist visas for Chinese citizens, signaling a restoration of normal relations between the two nations. Direct flights between India and the Chinese mainland have also resumed.

These developments have been positively received by the populations of both countries. Ambassador Xu pointed to the meeting between Prime Minister Modi and Chinese President Xi Jinping in Tianjin earlier this year, which he believes has set a positive trajectory for the future of bilateral relations.
