Confronting Chaos: U.S. Strives to Tame Turbulent Skies Amid Escalating Passenger Incidents

The U.S. Department of Transportation (DOT) has launched a nationwide campaign aimed at improving traveler behavior in airports and on flights, as incidents of disruptive behavior continue to rise significantly since the pandemic. Titled “The Golden Age of Travel Starts with You,” the initiative seeks to restore civility and encourage positive interactions among passengers.

Disruptive incidents among travelers have doubled in 2024 compared to 2019, with reported in-flight disturbances — ranging from inappropriate comments to physical confrontations — surging by an alarming 400% by 2025. The DOT aims to enhance the overall travel experience while prioritizing the safety of passengers, flight crews, and airport staff.

In a promotional video for the campaign, Transportation Secretary Sean Duffy called on travelers to reflect on their behavior. He urged them to assist those in need, such as pregnant women and elderly passengers struggling with overhead luggage, while also incorporating simple courtesies like saying “please” and “thank you.” Duffy emphasized the importance of maintaining a respectful appearance as well, particularly ahead of the busy holiday travel season.

With approximately 82 million Americans expected to travel during the Thanksgiving period, about 6 million of whom will take to the skies, this marks a 2% increase from the previous year, according to forecasts from the American Automobile Association.

The trend towards increased travel isn’t unique to the U.S.; international tourism also witnessed a 5% rise during the first half of 2025, reaching nearly 690 million travelers. This figure is 4% higher than the same timeframe in 2019, based on statistics from the United Nations World Tourism Organization.

Other nations have also taken steps to address unruly passenger behavior. The United Kingdom’s aviation sector launched the “One Too Many” campaign in 2018 to combat alcohol-related disruptions. Similarly, the European Union Aviation Safety Agency initiated an awareness program in 2019, highlighting that incidents of unruly passengers pose a threat to flight safety every three hours, with aggression present in 70% of cases.

In 2015, China adopted measures to blacklist disruptive passengers following a series of high-profile incidents. Yet, despite these global initiatives, reports of unruly behavior continue to rise. The International Air Transport Association noted that over 53,000 reports were filed by more than 60 airlines worldwide, translating to one incident for every 395 flights in 2024. This is a deterioration from one incident for every 405 flights the previous year.

As the holiday season approaches, the DOT’s efforts aim to foster a culture of courtesy and respect in the skies, promoting a safer and more pleasant travel environment for everyone involved. The collective push from various nations highlights the urgency to restore decorum in air travel, ensuring the skies remain a civilized space for all.
