This month, the Water Resources Department (WRD) is set to revolutionize flood management in Chennai by automating the operation of floodgates in the city’s reservoirs. This advancement aims to facilitate real-time monitoring of water storage and inflow, which is particularly crucial during the monsoon season. With each rainy season comes the challenge of managing reservoir shutters and the associated risk of flooding in downstream areas. To address these concerns, the WRD has implemented controlled water releases to maintain flood buffer storage, but the new SCADA (Supervisory Control and Data Acquisition)-based decision support system promises to significantly enhance responsiveness and flood mitigation efforts.
The integrated system will connect the city’s key water supply reservoirs-Poondi, Red Hills, and Chembarambakkam-allowing for automatic analysis of rainfall runoff from nearby catchment areas. This will enable precise assessments regarding the time required for reservoirs to fill, thus facilitating better flood management strategies. Real-time data sharing will also foster transparency between different government agencies involved in disaster response. “Most of the required infrastructure and instrumentation for remote monitoring are already in place, and we expect the system to be operational during the next heavy rain spell this season,” an official from the WRD noted, highlighting the project’s timely implementation.
Currently, the shutters of the Chembarambakkam and Poondi reservoirs are manually operated to manage minimal flood discharge. However, once the SCADA system is fully functional, the WRD will gain access to real-time data across various river basins, including the Kosasthalaiyar, which will aid in continuous monitoring and analysis of reservoir levels and inflow rates. This will significantly improve flood discharge control. The department has installed automatic water level recorders, flow sensors, gate sensors, and bullet cameras to collect data and automate the opening and closing of sluice gates.
The automated system will feature a centralized command center that incorporates visual displays of reservoir networks, showcasing inflow from regions like Vellore and Tiruttani, current outflow levels, sluice gate positions, and tidal activity at the extremities of the waterways. The comprehensive approach aims to help authorities effectively manage water discharge during periods of peak inflow to minimize flooding risks in low-lying areas throughout the monsoon.
The ₹32-crore project not only focuses on flood management but also aims to optimize the city’s water resource management. This will involve diverting surplus water through link channels to balance reservoir levels, ensuring adequate city water supply even during the dry summer months. The WRD has also installed various monitoring instruments in minor water channels to facilitate year-round oversight of the water network.
As Chennai faces the inevitable challenges of monsoon seasons, these technological advancements in floodgate automation signal a proactive step towards safeguarding the city against flooding while ensuring effective water resource management. With real-time data and enhanced operational efficiency, the WRD is poised to tackle the complexities of urban water management in an era increasingly influenced by climate change.
