As the federal government faces an ongoing shutdown, more consumers are turning to travel insurance, motivated by the potential disruption to their plans. However, experts caution that these policies may not provide the comprehensive coverage that buyers assume.
According to Squaremouth, an online comparison platform for travel insurance, the number of insurance quotes has surged by 8.5% year-over-year from October 1 to 27, while sales also increased by 7.9% during the same timeframe. This uptick reflects buyers’ concerns about the financial implications of the shutdown, which has halted pay for essential government workers like TSA agents and air traffic controllers, leading to increased travel disruptions.
Travel website Hopper has reported a staggering 35% rise in “disruption assistance” purchases-coverage that protects against flight cancellations and delays-between mid-September and early October. “We see it time and again when flight delays or cancellations make headlines,” noted Patrick Steadman, Hopper’s head of disruption assistance.
With the shutdown beginning on October 1, it is now the second-longest in U.S. history, intensifying concerns as the end-of-year holiday travel season approaches. Notably, over 3 million travelers were screened at U.S. airports on the Sunday after Thanksgiving in 2024, setting a daily record. A NerdWallet poll indicates that approximately 45% of Americans plan to spend an average of $2,586 on holiday travel, contributing to a projected total of $311 billion.
Chris Krueger, a strategist at Washington Research Group, suggested that the travel industry’s struggles could prompt a resolution to the shutdown, as TSA workers begin missing paychecks, leading to longer airport lines. Air traffic controllers, who are already in short supply, have missed their first full paychecks, and previous shutdowns have shown that staff shortages can lead to significant travel disruptions.
However, consumers should be wary of the limitations of travel insurance. While such policies can cover expenses arising from flight delays or cancellations, they may not always apply when the shutdown affects travel itineraries. Terra Baykal, senior marketing manager at World Nomads, cautioned that travelers likely won’t be reimbursed if they miss flights due to long security lines.
Despite a general downturn in insurance sales during this time of year, World Nomads has observed that demand has not decreased as sharply this year compared to previous years-signaling heightened concern amid the shutdown.
Travel insurance typically covers unforeseen events, but experts highlight that the current situation is a foreseeable consequence of the shutdown. Policies purchased after October 1 may exclude certain claims, complicating circumstances for federal workers who bought travel insurance and were subsequently furloughed or laid off.
Travelers might find coverage during the shutdown if their airlines categorize disruptions as “common carrier” issues, such as mechanical failures, which allow for benefits to be claimed. Squaremouth spokesperson Lauren McCormick pointed out that many disruptions related to the shutdown could fall under this category.
Though some insurers offer “cancel for any reason” features for greater flexibility, these benefits often come with stipulations, such as requiring cancellations at least two days before departure or limiting reimbursements to a portion of the trip cost.
