The Central Cabinet, chaired by Prime Minister Narendra Modi, has approved two significant proposals, as announced by Union Minister Ashwini Vaishnaw on Tuesday.
First, the Cabinet has given its nod to the Terms of Reference (ToR) for the Eighth Central Pay Commission. This move is expected to benefit approximately 50 lakh central government employees, including 69 lakh pensioners. The commission, which was announced in January, will be led by retired Justice Ranjana Prakash Desai and will consist of a chairperson, a part-time member, and a member-secretary. The commission is mandated to submit its report 15 months after its formation.
Typically, the recommendations of the Eighth Pay Commission are projected to take effect from January 1, 2026, following the precedent set by previous pay commissions. The commission will examine changes to employee salaries and other benefits and will take into account the country’s economic situation, the need for fiscal prudence, developmental expenditures, potential impacts on state governments, and comparisons with the compensation structures in the public and private sectors.
Secondly, the Cabinet has approved a proposal to determine the subsidy rates for phosphate and potassic fertilizers under the Nutrient-Based Subsidy scheme for the rabi season of 2025-26. The estimated budget requirement for this rabi season is around ₹37,952 crores, which is approximately ₹736 crores more than the budget requirements for the kharif season of 2025.
The government aims to ensure the availability of fertilizers, including Di-Ammonium Phosphate (DAP) and NPKS grades, at affordable prices for farmers. The decision to adjust this subsidy is based on the latest trends in international prices of fertilizers and other commodities.
Both decisions are expected to provide immediate benefits to central employees and farmers.
