After 45 Years of Resistance: Senior Maoist Leader Bandi Prakash Surrenders to Telangana DGP in a Historic Turning Point

Senior Maoist leader Bandi Prakash, also known as Prabhat, is poised to surrender to Telangana’s Director General of Police, B. Shivadhar Reddy, on October 28, 2025, confirmed high-ranking officials. Prakash hails from Mandamarri in the Mancherial district and has been an active figure in Maoist circles for over 40 years, marking a significant chapter in his life dedicated to activism.

His involvement began during the “Go to the Villages” campaign from 1982 to 1984, where he collaborated with the Revolutionary Students’ Union. Subsequently, Prakash held the position of president in the Singareni Workers’ Union, an affiliate of the Maoist organization, and later emerged as a key organizer in the National Park region. Over his nearly 45 years with the CPI (Maoist), he has fulfilled various roles, significantly shaping the local movement.

Prakash’s decision to surrender comes in response to an appeal from Chief Minister A. Revanth Reddy. During the recent Police Martyrs’ Day, Reddy urged Maoists to abandon violence and reintegrate into society. This movement toward surrender coincides with the recent capitulation of three other senior CPI (Maoist) leaders-Kunkati Venkataiah, known as Vikas, Mogilicherla Venkatraju, or Chandu, and Thodem Ganga, alias Sony-who also turned themselves in after decades in hiding.

Concerns regarding Prakash’s safety have gained traction in recent months. Civil rights advocates expressed their worries following reports of his detention, along with other Maoist leaders, by the Chhattisgarh Police. In a statement issued on June 6, 2025, the Telangana Civil Rights Association urged authorities to ensure that detained individuals be presented in court unharmed, highlighting the risk of extrajudicial killings masked as encounters. The organization also called for greater transparency and a revival of peace negotiations with Maoist leaders.

As Prakash prepares to lay down arms, it marks a pivotal moment in Telangana’s ongoing dynamics surrounding Maoist insurgency and state response. His long-standing association with the CPI (Maoist) makes his surrender particularly significant, representing both a personal transformation and a potential shift in the broader landscape of the Maoist movement in the region.

This development is emblematic of the complex interplay between state and insurgent groups in India, particularly in areas where Maoist influence remains strong. The recent wave of surrenders, including that of Prakash, could signal a changing tide as the government seeks to address longstanding issues through dialogue and rehabilitation.

As authorities and civil rights groups navigate the evolving situation, the focus will likely remain on fostering peace and stability in the affected regions, while also ensuring the rights and safety of all individuals involved in this protracted conflict.
