G4 Champions Africa’s UNSC Membership Bid: A Pivotal Moment for Justice
The Group of Four (G4) nations have reiterated their strong backing for the ‘Common African Position (CAP)’ during a recent meeting on the sidelines of the United Nations General Assembly (UNGA) in New York. This statement came on September 25, underscoring their commitment to the framework established in the Ezulwini Consensus and the Sirte Declaration, designed to advocate for Africa’s interests in global affairs.
The Common African Position serves as the African Union’s unified strategy for addressing international issues, aiming to elevate Africa’s voice and influence in negotiations. It particularly emphasizes the need for Africa to have at least two permanent seats on the UN Security Council, addressing the continent’s historical exclusion from UN permanent membership.
External Affairs Minister S. Jaishankar of India, alongside his counterparts Mauro Vieira (Brazil), Johann Wadephul (Germany), and Iwaya Takeshi (Japan), discussed the ongoing reforms for the UN Security Council. They highlighted that comprehensive reform aligns with the collective interests of all nations, and that the G4, as democracies sharing common political values, is not only willing but capable of fulfilling the Security Council’s crucial role in maintaining international peace and security.
In their joint statement, the G4 ministers also reiterated mutual support for each other’s aspirations for permanent membership in a reformed Security Council. They stressed that, amid increasing global instability and the UN’s diminishing capacity to function effectively, the urgency for reform is greater than ever.
The ministers argued that any reform must reflect present-day geopolitical realities, thus enhancing the Security Council’s representativeness, legitimacy, and effectiveness. They called for an expansion of both permanent and non-permanent membership categories, a view supported by a majority of UN member states.
Additionally, they emphasized the importance of enhancing the involvement of developing nations and those actively contributing to international peace and security within the Council’s membership framework. There was a clear call to improve representation for underrepresented and unrepresented regions-such as Africa, Asia-Pacific, and Latin America.
As the 80th UN General Assembly session continues, the G4 ministers urged the international community to fully engage in the reform process, committing to proactive efforts alongside the broader UN membership to drive forward comprehensive reform of the Security Council.
