Empowering Change: Govt Partners with DPI Academy to Revolutionize Digital Public Policy Training for Officers!
The government has enlisted the privately-run DPI Academy to enhance the digital capabilities of public officials through specialized training programs. According to a recent press release, these courses, led by experienced former bureaucrats, aim to bolster digital policy expertise in government as part of a collaboration between Karmayogi Bharat-a special initiative under the Department of Personnel and Training (DoPT)—and the DPI Academy, supported by policy think tank Artha Global and the non-profit eGov Foundation.
This initiative gains significance as the government accelerates the use of digital tools such as Aadhaar, DIKSHA, and COWIN, responding to a global emphasis on digital public policy. Under the program, notable former secretaries from the Ministry of Electronics and Information Technology (MeitY)—including Aruna Sundararajan, RS Sharma, Ajay Sawhney, and J. Satyanarayana-will impart their knowledge through an initial course focused on the fundamentals and implementation strategies of Digital Public Infrastructure (DPI).
The inaugural course launched shortly after a Memorandum of Understanding (MoU) was signed in New Delhi on July 30, 2025. J. Satyanarayana, who chairs the DPI Academy and has served as Secretary of the MeitY and Chairman of the Unique Identification Authority of India (UIDAI), emphasized that DPI should be viewed as a foundational tool rather than a final goal. He stated, “One of our key messages is that Digital Public Infrastructure is a means-not an end-in the journey of digital transformation. Our goal is to help civil servants understand that DPI is a foundational tool that can be applied across sectors to achieve meaningful outcomes.”
Viraj Tyagi, CEO of eGov Foundation, highlighted the practical focus of the curriculum, which aims to bridge theory with real-world application through case studies drawn from global DPI project implementations. This practical approach marks a departure from traditional theoretical learning.
The training initiative builds on previous efforts made through the iGOT portal initiated in 2018 and the launch of Mission Karmayogi in 2020. As per a DoPT circular, Mission Karmayogi seeks to train 4.6 million central government officers initially, with an eventual target of including 15 million officers across central, state, and municipal governments. Notably, the Karmayogi program also successfully provided online training to around 1.3 million officers during the COVID-19 pandemic.
As digital public infrastructure becomes increasingly vital, this new partnership aims to equip public officials with the necessary skills to navigate and implement these modern tools effectively, ultimately driving progress in India’s digital landscape. By enhancing the understanding and capability of officials in utilizing DPI, the government is making strategic strides toward effective governance in an era dominated by digital innovation.
