Union Home Minister Amit Shah is set to propose a statutory resolution in the Rajya Sabha to extend President’s Rule in Manipur for an additional six months during the ongoing Monsoon Session of Parliament. The resolution was initially scheduled for presentation on Thursday, July 24, but the House was adjourned at 2:15 PM in response to Opposition protests concerning the Election Commission’s Special Intensive Revision of electoral rolls in Bihar.
The proposed resolution maintains: “That this House approves the continuance in force of the Proclamation dated February 13, 2025, in respect of Manipur, issued under Article 356 of the Constitution by the President, for a further period of six months with effect from August 13, 2025.”
Manipur has been under President’s Rule since February 13, 2025, following the resignation of Chief Minister N Biren Singh on February 9. Article 356(3) of the Constitution allows President’s Rule to last for an initial six months, with the possibility of extension every six months through parliamentary approval, up to a maximum duration of three years.
This extension comes amid ongoing instability in Manipur, where ethnic violence has erupted between the Kuki-Zo and Meitei communities since May 3, 2023. The conflict has resulted in the loss of at least 250 lives and the displacement of over 60,000 individuals.
Efforts to restore normalcy in the region are currently focused on reopening National Highways 2 and 37, crucial routes that connect Imphal to Nagaland and Assam. These roads traverse areas predominantly inhabited by Kuki-Zo residents and have remained off-limits to Meitei residents from the Imphal valley since the onset of the violence.
Additionally, the recovery of more than 6,000 police weapons that were looted during the unrest is a high priority for the government, as the state continues to confront law and order challenges in various locations.
