Building numbers continue to elude the K-Smart property tax system within Kochi Corporation limits, sparking frustration among taxpayers unable to settle their dues. Complaints about this persistent issue have escalated, as residents claim the lack of accessible building numbers obstructs their ability to obtain necessary tax receipts. Corporation officials have suggested that the problem may stem from data migration errors associated with the transition from the previous Sanchaya software.
The Opposition United Democratic Front (UDF) has voiced concerns, highlighting that thousands of building numbers are reportedly missing from K-Smart. They argue that this oversight has significantly impacted taxpayers, many of whom require tax documentation for various purposes. “The distress faced by taxpayers is a direct result of the Corporation’s inefficiency and lack of concern,” stated M.G. Aristotle, a member of the Corporation’s finance standing committee and UDF parliamentary party secretary.
Although Corporation revenue officials claim that only a minimal number of building numbers are unaccounted for, they acknowledge that the issue largely stems from possible data entry mistakes. “When taxpayers report such issues, we cross-reference the numbers against our assessment register,” the officials said. They clarified that inspectors conduct field checks to rectify discrepancies, subsequently reporting to the Information Kerala Mission for prompt corrections.
A significant portion of the assessment register remains illegible, which has further compounded the problem. To address this, the Corporation, with the approval of the council, has implemented a self-assessment system. Taxpayers who can’t locate their building numbers can fill out Form 2, allowing revenue inspectors to verify these records before integration into K-Smart.
The situation is aggravated by the demolition of buildings without notifying the Corporation. According to Section 240 of the Municipal Act, buildings may only be demolished after tax dues are cleared. Recent reports indicate that over 1,000 buildings have been demolished, complicating verification efforts for missing building numbers. Aristotle criticized this scenario, stating, “Data entry omissions are unacceptable, especially given that ₹30 lakh was allocated for data entry as part of K-Smart’s rollout. Issuing sub-numbers for missing building numbers will complicate matters for owners who have documented their original numbers in vital documents.”
As the Corporation navigates this complicated landscape, the need for improved data management and transparency is more crucial than ever. Taxpayers are left grappling with uncertainties, underscoring a foundational need to ensure a reliable and accessible property tax system that serves the public effectively.
