Shillong, May 20: Chief Minister Conrad K Sangma stressed the vital need for extensive investment in youth development during all life stages to fully harness India’s demographic dividend. Addressing the SPARK Summit 2025 at the U Soso Tham Auditorium, he highlighted that a significant chunk of India’s population, particularly in Meghalaya, is young, with almost 49% under the age of 20. “This presents both a challenge and an opportunity. Strategic programs such as SPARK, Early Childhood Development, MPower, MGMP, YES Meghalaya, and various sports initiatives are all essential investments in our youth,” he stated.
Sangma noted that Meghalaya stands out as one of the few states embracing a life-cycle approach to development, implementing dedicated programs targeting different age groups-from early childhood through to adulthood. “The investments we make today will bear fruit in the future,” he asserted, emphasizing the importance of supporting individuals during the critical ages of 9 to 19, a period marked by significant challenges requiring guidance.
He acknowledged the contributions of partners like AVENUES in executing the SPARK program, which provides essential mentorship and support to help adolescents evolve into responsible adults. Speaking on the broader developmental aspirations of the state, he urged, “If Meghalaya aims to rank among the best states in the country, we must invest across all levels. Despite existing challenges, we remain committed to advancing the state. I believe our targeted efforts through various policies and programs will help us realize this vision.”
Sangma also sought to clarify misconceptions around government initiatives, explaining that various programs across sectors are interlinked, creating a cohesive strategy for the state’s long-term development goals. During the event, he and other dignitaries distributed tablets to outstanding students and awarded certificates to schools involved in the SPARK initiative.
SPARK, which stands for School Programmes in Articulation, Resilience and Kindness, aims to equip students with crucial life skills such as communication, resilience, and empathy. This initiative aligns with the National Education Policy and has garnered recognition as a model program by the Ministry of Education. Implemented in collaboration with the Samagra Shiksha initiative under the Education Department, SPARK has demonstrated significant outcomes, enhancing students’ public speaking, critical thinking, and emotional intelligence.
The summit also showcased student performances and testimonials, where participants shared their experiences with confidence. Among the dignitaries in attendance were Education Minister Rakkam A Sangma, Kharkutta MLA Rupert M Momin, Education Secretary Swapnil Tembe, and Director of School Education & Literacy Banteilang Kharshandi.
