In a strategic initiative to bolster civil defense readiness, a comprehensive mock drill took place across Maharashtra on May 7, 2025, spearheaded by the Union Ministry of Home Affairs under the codename ‘Operation Abhyas’. This exercise unfolded in key locations such as Pune and Mumbai, with the goal of refining emergency response protocols and enhancing public preparedness.
The main event in Mumbai garnered significant attention as Civil Defence authorities, in collaboration with the Mumbai Police, Brihanmumbai Municipal Corporation (BMC), and the Fire Department, executed a detailed simulation at the Chhatrapati Shivaji Maharaj Terminus (CSMT). The drill highlighted fire safety measures, effective firefighting techniques, airstrike response strategies, and casualty management procedures. The BMC is set to continue these exercises, including unique blackout drills, over the next five days at various city locations.
Adding depth to the operation, agencies such as the National Disaster Response Force (NDRF), Home Guard, National Cadet Corps (NCC), National Service Scheme (NSS), and paramedics also participated, ensuring a comprehensive and coordinated approach to crisis management. Beyond Mumbai, similar exercises took place in other areas, including Thane’s Kalyan, Nashik, Ratnagiri, Sindhudurg, Uran, and Tarapur, with concluding blackout drills staged in Anshakti Nagar and Tarapur.
The mock drill at CSMT illustrated vital emergency response actions such as aiding those injured during an attack and extinguishing fires. The Civil Defence unit’s inspection of the railway station, supplemented by police dog deployments, showcased a proactive stance in ensuring security and preparedness. Dr. Swapnil Nila, Chief Public Relations Officer of Central Railways, stated, “The mock drill has demonstrated its alertness and tried to alert the common man through the drills.”
Prabhat Kumar, Director General of Civil Defence, emphasized the significance of these drills in enhancing existing emergency response frameworks and reducing public panic in real crises. “War is a situation in which everything cannot be handled. As citizens, we can try to reduce the loss of life,” he noted, underscoring the collective responsibility in managing potential threats.
Furthermore, a landmark partnership between the Civil Defence department and Mumbai University was established in February 2025, integrating a training program into the university curriculum. This initiative aims to institutionalize preparedness training, equipping students with crucial skills in crisis management.
