The proposal passed with overwhelming support, tallying 173 votes in favor and only four against, surpassing the 143 votes required for approval.

Starbase covers approximately 1.5 square miles at Texas’s southernmost point, near the Mexican border, where SpaceX designs and tests its colossal Starship rockets.

Aside from establishing Starbase, the election also appointed its first civic leaders: Mayor Bobby Pedden and city commissioners Jordan Buss and Jenna Petrzelka, all of whom are SpaceX employees and ran unopposed. Voter eligibility was determined by whether residents’ homes fell within the proposed city boundaries, allowing 283 individuals to participate in the special election.
While SpaceX and Musk have yet to detail specific reasons for the city’s creation, speculation suggests that having greater municipal control could streamline bureaucratic processes, especially concerning rocket launch procedures. Currently, SpaceX requires permission from Cameron County authorities to close roads and restrict access to Boca Chica Beach during rocket launches, actions that have been contentious and legally challenged by local groups.
The frequent beach closures have sparked legal complaints and protests from local residents, activists, and organizations like the Carrizo Comecrudo Tribe of Texas and the South Texas Environmental Justice Network. These actions underscore ongoing tensions between SpaceX’s operational goals and community concerns.
Cameron County Judge Eddie Trevino has emphasized the importance of maintaining cooperative procedures, arguing that they have effectively balanced SpaceX’s needs with public access and safety. “If it’s not broken, it doesn’t need to be fixed,” Trevino stated, stressing the necessity of collaboration for future operations.
