Uttar Pradesh Unveils Ambitious Footwear Policy to Skyrocket Export Growth
The Uttar Pradesh government is poised to introduce the UP Leather and Footwear Policy-2025, according to officials. This groundbreaking policy is anticipated to receive cabinet approval soon, positioning Uttar Pradesh as a key player in India’s leather industry, alongside Tamil Nadu, the only other state with a dedicated footwear and leather policy initiative.
The new policy aims to significantly accelerate the development of leather and footwear clusters, encouraging private industrial park establishment throughout the state. Developers who invest in these parks stand to gain attractive incentives, including capital subsidies and full stamp duty exemptions. An official involved in drafting the policy noted, “The initiative is designed to scale up production capabilities, boost exports, enhance global brand presence, and subsequently increase the state’s revenue.”
Kanpur, an established hub for leather and footwear exports, both within India and globally, is set to play a significant role in this strategic development. The policy proposes that parks spanning 25 to 100 acres will be eligible for up to Rs 45 crore in capital subsidies, while larger parks of over 100 acres could receive up to Rs 80 crore. Official policy drafts stipulate that these parks must be completed within five years, with at least 25 percent of the land allocated for green and open spaces.
Investment thresholds are also outlined in the policy, requiring a minimum investment of Rs 150 to 200 crore, based on the unit type—be it a plant, cluster, or park. This investment is expected to generate between 1,000 and 3,000 new jobs per unit, with an estimated 20 employment opportunities created for every Rs 1 crore invested.
Uttar Pradesh currently contributes a substantial 46 percent of India’s total leather exports, with Kanpur, Agra, and Unnao serving as prominent centers. Agra is celebrated as the footwear capital of the state, while Kanpur is recognized globally for its safety footwear, leather accessories, and garments. Furthermore, emerging centers such as Lucknow and Bareilly are expected to experience accelerated growth under the new policy, an official confirmed.
The UP Leather and Footwear Policy-2025 is a significant step forward in fortifying the state’s position in the global leather goods market. By fostering a supportive environment for investment and development, the policy seeks not only to augment production and export figures but also to establish Uttar Pradesh as a central hub for leather and footwear manufacturing.
