Telangana’s Bold and Compassionate Response to Warming Planet: Enhanced Ex-Gratia and Strategic Heatwave Plans Unveiled
In response to escalating temperatures and frequent heatwaves, Telangana has officially designated heatwaves as a “State-specific disaster,” following the example of Kerala and Tamil Nadu. This decisive step was motivated by the India Meteorological Department’s (IMD) forecasts, which warn of rising average temperatures and heatwave occurrences impacting all climate scenarios. Consequently, Telangana has raised the ex-gratia payment for victims’ families to ₹4 lakh, ensuring better financial support during these challenging times.
Special Chief Secretary Arvind Kumar, responsible for the announcement, explained the rationale behind this move, highlighting that the previous lack of a formal disaster designation resulted in numerous heatwave-related deaths being unreported. The prior compensation under “aapatbandhu” was a modest ₹50,000. The new regulations aim to address these issues and ensure that heatwave mortalities are accurately recorded. Kumar emphasized, “Without heatwave being declared a disaster, many deaths were unaccounted for, thus leading to underreporting.”
Telangana has been grappling with a significant increase in high-temperature days attributable to rapid industrialization. From 2014 to 2023, districts such as Jagtial experienced 98 heatwave days, followed by Pedapalli and Mancherial with 91 each. The IMD categorizes a heatwave day when temperatures exceed 40°C with an anomaly of 5–6°C or remain consistently above 45°C. This alarming trend necessitated the development of a district-specific heat action plan. For the first time, all districts in the state have such a plan in place, intended as a preventive measure, while the Government Order (G.O.) ensures proper accountability and support for affected families.
Recent studies underscore the critical public health implications of extreme heat. A 2024 study found that even a single day of extreme heat significantly increases mortality risk, underscoring the urgent need for effective policy measures. National Crime Records Bureau (NCRB) data reveals that between 2000 and 2020, there were 20,615 deaths due to heat strokes, with significant fatalities recorded in recent years, including 730 in 2022. Although interim data for 2024 indicates 459 heatwave-related deaths, indicating a persistent threat, particularly amid climate escalation.
The decision to increase financial aid aligns with the 14th Finance Commission’s recommendations, allowing states to utilize up to 10% of the annual State Disaster Response Fund allocation for state-specific disasters. Telangana’s proactive stance reflects broader trends in addressing climate-induced challenges. The IMD highlights 2024 as the hottest year on record, with a temperature deviation of +0.65°C above the long-term average since 1991. This surpasses previous records and stresses the urgency for state governments to implement comprehensive action plans, drawing from Kerala and Tamil Nadu’s policies.
In adopting these measures, Telangana positions itself at the forefront of mitigating climate impacts, emphasizing preparedness and comprehensive support for its residents.
