Trump’s Bold Battle to Revive Coal: Overcoming the Odds in a Long-Declining Industry

In an effort to revitalize the coal industry, former President Donald Trump recently signed executive orders aimed at increasing the use of coal in power plants, a trend that has been on a steady decline for over a decade. Despite these efforts, energy experts anticipate the initiative will likely encounter significant obstacles. Coal-fired power generation struggles to compete with more cost-effective and environmentally friendly energy sources. Additionally, many existing coal plants are antiquated, requiring potentially prohibitive investments to modernize them and keep them operational.

Dan Reicher, who served as assistant energy secretary during the Clinton administration and is a former climate and energy director at Google, conveyed skepticism about reversing the decline in coal use. “There are a variety of forces at work that don’t paint a very bright future for coal,” he stated, highlighting the formidable challenges facing the fossil fuel industry.

Once the dominant source of electricity in the United States, coal now accounts for only 17% of the nation’s power production. This shift is largely due to the abundance and affordability of natural gas, fueled by the early 2000s shale fracking boom, along with the significant advancements in renewable energy resources such as wind and solar power. According to the Energy Information Administration, natural gas now contributes approximately 38% of U.S. electricity, while renewable sources provide around 25%. Nuclear energy adds 20% to the national grid.

Notably, regions like New England are poised to close their remaining coal-fired power plants, and California, the most populous state, has nearly phased out coal from its energy mix entirely. Environmental concerns further pressure the coal industry, as coal combustion emits greenhouse gases contributing to climate change and pollutants detrimental to human health and the environment. President Trump has promised to circumvent some air pollution restrictions for numerous coal plants to tackle these challenges.

Coal remains a prominent energy source in certain areas, particularly in the Southeast and Midwest, where utilities like Alabama Power, Georgia Power, Duke Energy, and the Tennessee Valley Authority rely heavily on it. States with deep-rooted coal mining histories, such as West Virginia and Kentucky, continue to depend significantly on coal for electricity. Trump’s directives also include utilizing emergency powers to keep financially struggling coal plants operational to prevent potential outages. This strategy mirrors efforts from his first term, with additional calls to repeal regulations perceived to disadvantage coal production and open new federal lands for coal mining, along with exploring the potential for coal plants to support data centers.

The feasibility of reviving coal as a major energy source remains uncertain. While federal policies can influence the energy landscape, utilities and state policymakers ultimately dictate the extent of coal use in power generation. The Edison Electric Institute, a prominent utility trade group, maintains a neutral stance, emphasizing the need for a diverse and balanced energy mix without explicitly endorsing coal.

Meanwhile, utilities like Xcel Energy are transitioning from coal to renewables, partially incentivized by federal programs established during the Biden administration. For instance, Xcel is converting coal plants to solar farms and natural gas facilities. Conservative lawmakers in states like Texas are advocating for increased fossil fuel use to meet rising energy demands, though analysts suggest such measures may predominantly benefit natural gas rather than coal.

Environmentalists argue that attempts to resurrect coal are misguided, citing higher electricity costs and health problems in coal-dependent regions. Holly Bender of the Sierra Club’s Beyond Coal campaign expressed concern that Trump’s initiatives are counterproductive, noting that aging infrastructure complicates efforts to maintain coal’s relevance. “It’s obvious that Trump is trying to put his finger on the scale to keep coal open. But these are pieces of infrastructure that are at the end of their useful life,” Bender remarked. The future of coal remains uncertain, with a complex interplay of economic, environmental, and policy factors shaping its path.
