Landmark Agreement Reached to Reduce Greenhouse Gas Emissions from Global Shipping
In a significant breakthrough, the International Maritime Organization (IMO) has approved a framework to set mandatory fuel standards and introduce a carbon pricing mechanism for the global shipping industry, marking a crucial step towards reducing greenhouse gas emissions. The historic agreement, scheduled for implementation by 2027, aims to lower emissions from over 85% of the world’s merchant shipping fleet.
The dual approach, adopted by the IMO Marine Environment Protection Committee, will see a global fuel standard that progressively lowers the annual greenhouse gas intensity of marine fuels, along with a carbon pricing mechanism requiring high-emitting ships to pay for their excess pollution. The framework will apply to large ocean-going vessels exceeding 5,000 gross tonnage, which account for the majority of carbon dioxide emissions from the global shipping fleet.
The approval of the draft amendments to MARPOL Annex VI, which includes energy efficiency requirements for ships, represents a significant milestone in the fight against climate change. The framework also introduces the IMO Net-Zero Fund, which will collect revenue from the carbon pricing mechanism to support innovation, research, and transition initiatives in developing countries.
"Today’s approval of draft amendments to MARPOL Annex VI mandating the IMO net-zero framework represents another significant step in our collective efforts to combat climate change, modernise shipping, and demonstrates that IMO delivers on its commitments," said Arsenio Dominguez, IMO Secretary-General. Dominguez praised member states for their cooperation and commitment during the negotiations, emphasizing the importance of this landmark agreement.
The agreement is a significant achievement for the global shipping industry, which accounts for approximately 2.2% of global carbon emissions. The implementation of mandatory fuel standards and carbon pricing will not only reduce emissions but also promote innovation and investment in cleaner technologies. As the world’s largest carbon emitters continue to focus on reducing their own emissions, the shipping industry’s commitment to sustainability will play a critical role in meeting global climate targets.
The IMO, a UN specialized agency responsible for the safety and security of global shipping, has made significant strides in addressing marine and atmospheric pollution. Established in 1948, the organization has implemented regulations that currently cover 108 Parties, accounting for over 97% of the world’s merchant shipping fleet by tonnage.
