Delhi’s Legislative Assembly to Table Key CAG Report, Holds Promise for Accountability
Delhi is on the cusp of a significant development in its quest for transparency and accountability, with the Public Accounts Committee (PAC) of the Delhi Legislative Assembly set to be constituted on Tuesday. This move is expected to galvanize the process of holding accountable bureaucrats and former ministers responsible for losses to the Capital’s treasury within the next three months.
According to sources in the Assembly Secretariat, the PAC’s constitution will pave the way for a thorough assessment of lacunae in policy formulation, implementation, and other decisions taken during the previous Aam Aadmi Party (AAP) government. The Committee will deliberate with government officials representing various departments and representatives from the Comptroller and Auditor General (CAG) to identify losses and potential financial restitution.
The CAG’s eighth report, scheduled to be tabled in the House, is a significant step in this direction. The report, focused on vehicular pollution and mitigation, will be discussed in the Assembly for the next two days. This move comes as a response to the previous AAP government’s delay in tabling the 14 CAG reports, which had been a major point of contention with the Bharatiya Janata Party (BJP).
Assembly Speaker Vijender Gupta emphasized the importance of the CAG reports, stating, “These reports have been sent to the PAC, and a report on the Delhi Transport Corporation (DTC) has been given to the Committee on Government Undertaking. Apart from this, the departments concerned have been asked for Action Taken Notes, which they have to provide within a month.”
Gupta further highlighted the process that will unfold, stating, “There will be an assessment of all the available documents after which a report will be made which will be brought to the House. The House will then take a call on what action to take on deficiencies and the issues pointed out… whether it is monetary loss to the state treasury, on allegations of corruption. The Delhi Legislative Assembly House is competent to take action in this regard.”
The Speaker’s remarks also touched on the potential for summoning former heads of government departments and senior members of the erstwhile AAP government to be part of the proceedings, saying, “All established stakeholders, after due procedure, can be subject to these proceedings.”
With the Assembly Speaker’s commitment to completing the process within three months, Delhi’s Legislative Assembly is poised to take a significant step towards enhancing transparency and accountability. As the process gathers pace, it will be crucial to monitor its progress, ensuring that the interests of the Delhi’s citizens are served.
