Fines and Incentives Proposed for Northeastern States to Optimize Judicial Infrastructure Funding

The report observed that the revised procedural guidelines have slowed down the pace of release of funds, making it challenging for the states to secure their quota of funds.

The panel recommended that the department approach the finance ministry to relax the guidelines on the release of funds under centrally-sponsored schemes, particularly for states facing genuine difficulties in implementing the guidelines. The report emphasized that a system of penalties or incentives could be introduced in the scheme to motivate states to improve their financial management practices and ensure that funds are used fully and effectively.

The committee acknowledged that there is an issue of non-utilization of funds released earlier in the northeastern states, which hinders the release of further instalments in the scheme for the creation of infrastructure. The panel highlighted that a system of penalties or incentives could create a sense of urgency among the states for timely utilization of funds and encourage them to improve their financial management practices.

The panel’s proposal comes at a time when the northeastern states are grappling with inadequate infrastructure, leading to delayed justice for citizens. The move is seen as a step in the right direction to address the pressing issues of infrastructure development in the region. With a focus on improving financial management practices and ensuring timely utilization of funds, the proposed system is expected to bring about a positive change in the region’s judicial landscape.
