Assam’s Education Ministry Tables Bill to Regulate Coaching Institutes, Ensuring Fair and Safe Education
Education Minister Dr. Ranoj Pegu has tabled the Assam Coaching Institutes (Control and Regulation) Bill 2025 in the state Assembly, aimed at controlling and regulating private coaching centers and institutes to provide better academic support for competitive examinations, curriculum, and admission into specialized institutions. The move is designed to ensure fair and reasonable tuition fees, as well as a safe and conducive learning environment for students.
The Bill stipulates that coaching institutes must register themselves with the competent authority within 30 days of the Act’s commencement. They must also demonstrate a minimum of one square meter area per student for physical infrastructure. Rented spaces must have a minimum three-year agreement with the property owner. Moreover, coaching institutes cannot engage tutors with qualifications less than a graduation degree, make misleading promises, or guarantee specific rankings or marks to parents or students for enrollment.
The Bill emphasizes the need for transparency, requiring coaching institutions to maintain a website with updated details on tutors, courses, fees, and refund policies. They must also obtain a trade license from the GMC and security clearance from the appropriate authority, considering national security concerns. Additionally, coaching institutions will not engage in religious conversion or activities and must adhere to the Constitution’s secular principles.
The proposed legislation also outlines measures to prevent exploitation, such as prohibiting coaching classes during school or college hours for students enrolled in institutions or schools. In the event of serious misconduct or allegations, the government may suspend the registration of the coaching institute until the completion of an inquiry. FAILURE TO COMPLY WITH THE PROVISIONS WILL RESULT IN A PENALTY OF RS 1 LAKH FOR THE FIRST OFFENSE, AND THE REGISTRATION SHALL BE CANCELLED FOR SUBSEQUENT OFFENSES.
The Assam Coaching Institutes (Control and Regulation) Bill 2025 aims to create a more level playing field for students, ensuring that private coaching centers operate in a transparent and responsible manner. By regulating these institutions, the state will be able to provide a safer and more structured learning environment for students, ultimately leading to improved education outcomes.
