Assam Cabinet Endorses New Mining Rules, Boosts Education, and Protects Environment
The Assam Cabinet has recently given its approval to several key initiatives, revolutionizing the mining sector, enhancing education, and fostering environmental protection. In a move towards sustainability, the Cabinet has endorsed the Assam Minor Mineral Concession Rules, 2025, aimed at attracting investments in advanced technology and promoting environmentally responsible mining practices. This historic decision makes Assam the first state in India to prioritize reducing PM10 and PM2.5 emissions, manage stone dust and mining waste effectively, and promote the commercial utilization of by-products, paving the way for a more sustainable industry.
The Cabinet has also taken steps to improve the educational landscape by approving the implementation of AICTE Pay Scales for lecturers and teaching staff at Dr. Bhupen Hazarika Regional Government Film and Television Institute (BHRGFTI). This move will benefit 13 sanctioned positions, including nine existing faculty members, with provisions for arrears and time-bound increments. The revised pay scale is a significant step towards elevating the quality of education and talent in the region.
In another significant decision, the Cabinet has agreed to convert Charaibaha PRF (Kamrup) and Khoragaon PRF (Bongaigaon) into Reserve Forests. This move will enhance biodiversity conservation and ensure stricter environmental regulations in these areas, aligning with the state’s commitment to environmental protection.
The Cabinet has also recognized the importance of effective leadership in elementary education by approving the creation of Headmaster posts in schools with 50 or more students. This initiative aims to improve the administration and academic performance of government-run schools, setting a new standard for educational excellence.
Furthermore, the Cabinet has approved the first statute of Pragjyotishpur University (Auniati University). However, courses in Medical, Paramedical, Technical, and Agricultural Sciences will require affiliation with Srimanta Sankaradeva University of Health Sciences, Assam Science and Technology University, and Assam Agricultural University before being introduced. This move seeks to elevate the university’s academic reputation and provide students with world-class education.
