Assessing the Case for Tura as ‘Winter Capital: All-Party Panel to Probe Strong Demand

Shillong: Meghalaya’s Chief Minister Conrad Sangma has announced plans to set up an all-party committee to examine the long-standing demand for declaring Tura as the “Winter Capital” of the state. The move comes in response to the leader of opposition and former chief minister Mukul Sangma’s proposal to declare Tura as the “Winter Capital” of Meghalaya, which he tabled in the legislative assembly.

Mukul Sangma, of the All India Trinamool Congress, argued that if cabinet meetings could be held in various parts of the state, it should not be difficult to designate Tura as the “Winter Capital”. He pointed out that successive state governments had launched numerous developmental and policy initiatives to bring the people of the state closer to the government, which has contributed to the state’s progress and prosperity.

Conrad Sangma acknowledged the sentiments behind the proposal, stating that the spirit behind it was appreciated. However, he noted that due to technical reasons, the resolution could not be passed. The chief minister’s announcement has evoked a mixed response, with the leader of opposition withdrawing his proposal.

The demand for declaring Tura as the “Winter Capital” has been a long-standing one, dating back to the 1990s. The idea is rooted in the premise that the state government should shift its focus to other parts of the state, other than Shillong, which is currently the state’s capital. Many civil society organizations in the Garo Hills region have also voiced their support for the proposal, arguing that it would bring greater development to the region.

The setting up of an all-party committee is seen as a step forward, as it will provide an opportunity for all parties to deliberate on the proposal and come to a consensus. The move is also expected to pave the way for a more inclusive development process, with the government’s attention focused on different parts of the state.

In conclusion, the Meghalaya government’s decision to set up an all-party committee to examine the demand for declaring Tura as the “Winter Capital” is a welcome move. While it remains to be seen how the committee will proceed, it is hoped that the proposal will lead to a more inclusive development process, with the people of the state reaping the benefits of a more equitable distribution of resources and attention.
