Crucial UN Security Council Vote on Ukraine: A Pivotal Moment Before General Assembly Meeting
The United States is pushing for a United Nations Security Council vote on a resolution regarding Russia’s invasion of Ukraine before the UN General Assembly convenes to discuss the conflict, according to diplomats cited by Reuters. This initiative places the US at odds with Ukraine and the European Union, who have independently worked on a resolution for the General Assembly to vote on. If the Security Council passes the US resolution beforehand, it could negate the necessity for a subsequent General Assembly vote.
The Security Council, comprising 15 members, is scheduled to meet on Monday to address the Ukraine situation. However, the US has requested China, the current Council president, to advance the meeting time to accommodate the vote. For the resolution to pass, it requires at least nine affirmative votes, while none of the five permanent members—comprising the US, Russia, China, Britain, and France—should exercise their veto power. Russia’s frequent use of its veto on Ukraine-related matters has necessitated the General Assembly’s involvement in issuing resolutions condemning Russian actions.
US Secretary of State Marco Rubio has urged international backing for the resolution, emphasizing its potential to contribute to peace efforts and encourage positive momentum. The US proposal, unlike the competing draft by Ukraine and the EU, does not address Ukraine’s sovereignty, instead focusing on ending the conflict and achieving lasting peace. Conversely, Russia has suggested amending the resolution to reference the “root causes” of the war. This suggestion has been criticized by Ukraine’s Foreign Minister Andrii Sybiha, who attributes the war’s cause to President Vladimir Putin’s denial of Ukraine’s right to exist.
The General Assembly’s version, prepared by Ukraine and the EU, seeks an end to the war within the year and advocates for stronger diplomatic measures to prevent further escalation. Although non-binding, General Assembly resolutions mirror global consensus on such issues.
