Controversy Surrounds Nagaland Foothills Road Project Amid Contractor Dispute
The Nagaland foothills road project continues to face challenges as construction commenced in the Wokha district, despite opposition from the Nagaland Foothills Road Coordination Committee (NFHRCC). On February 21, M/S Chabou & Co and JK Construction started work in Khumjo Yan within the Baghthy Division of the Public Works Department, disregarding the NFHRCC’s demand for an undertaking to ensure quality work and timely execution.
Central to the controversy is the requirement for contractors to obtain a No Objection Certificate (NOC) from the NFHRCC before bill payments. This undertaking includes clauses related to workmanship, project timelines, limiting taxes to statutory charges only, and obtaining an NOC prior to receiving payment. Some contractors, including JK Construction and M/S Chabou & Co, rejected these terms.
The project launch received backing from MLA Achumbemo Kikon of the 40 Bhandari Assembly constituency. Kikon criticized NGOs for insisting on additional undertakings beyond existing contract terms between the government and contractors, suggesting that the NFHRCC’s demands undermine governmental authority. In response, NFHRCC Convenor Supu Jamir accused Kikon of misunderstanding the significance of the foothills road project, which began in extraordinary circumstances in 2012-13. He emphasized the project’s unique nature, with landowners waiving compensation and Naga Political Groups forgoing taxation.
The NFHRCC, backed by 12 tribe hohos, denounced the project launch, asserting that relevant government departments and the Lotha Hoho were not involved. The committee plans to contact tribal bodies, including the Lotha Hoho, Sumi Hoho, and Ao Senden, for corrective action against the MLA. Furthermore, the NFHRCC has pledged to suspend the project if agreements remain unsigned in other sectors, engaging with the Konyak Union and Phom People’s Council for their jurisdictions.
