Shocking Scandal: Fake MoU and Missing Documents Put Nine DUSIB Officials Under ACB Spotlight
The Anti Corruption Branch (ACB) has initiated an investigation into a suspected fraud at the Delhi Urban Shelter Improvement Board (DUSIB) involving at least nine officials. The alleged scam, reportedly amounting to Rs 15 lakh, centers on a fabricated memorandum of understanding (MoU), missing labor certificates, dubious cement bills, and claims of a project conducted during the 2020 COVID-19 lockdown when most construction was prohibited. An FIR has been filed under the Prevention of Corruption Act, along with charges of cheating and criminal conspiracy, based on a complaint from DUSIB’s Vigilance Branch. The officials in question, from the C-10 division, supposedly spearheaded a fake project for improving internal lanes in Patel Nagar under a scheme for SC/ST settlements.
Concerns include manipulated project records, unauthorized payment approvals, and non-compliance with standard procedures. A circular from May 2020, cited in the FIR, challenges the reality of the project, as the dates for sample collection fell during the nationwide lockdown. Evidence points to fraudulent payments totaling Rs 15,21,445. Investigators discovered a fabricated MoU involving a private contractor purportedly employing M/S Wondermix Ready Mix Concrete Pvt Ltd for concrete supply. However, the company denied any connection with the MoU, deeming it bogus.
Further discrepancies involve missing documents, including labor certificates and cement bills, and questionable signatures on payment documents. These raise doubts about the project’s legitimacy, especially given that work restrictions during the detailed lockdown period were in place, allowing only essential activities with prior DDMA approval. The lack of ready mix concrete records and dubious quality control inspections further implicate QC officials in the alleged conspiracy. The investigation continues as authorities delve deeper into these serious allegations.
