Urgent Alert: Labour Department Demands Mandatory Registration for Sikkim Workers – Act Now to Protect Your Rights!

Sikkim Labourers Mandated to Register Under 2021 Act

Gangtok: The Sikkim State Labour Department has reinforced the requirement for all labourers entering the state to register in compliance with the Sikkim Labour (Regulation of Employment and Conditions of Service) Act, 2021. During a press conference held on Monday, Labour Secretary Raghul K. emphasized the mandatory nature of this registration, which applies to both organised and unorganised sector workers.

Prospective registrants must furnish a Voter ID, Aadhaar Card, and a passport-sized photograph. A registration fee of Rs. 200 is applicable, after which a labour card valid for one financial year will be issued. Labourers are required to renew annually. For those in organised sectors and under labour contractors, employers bear the responsibility of registering their workers and must submit monthly labour reports to the department. Non-compliance incurs a penalty of Rs. 2,500 per unregistered labourer.

To boost adherence, the department has ramped up registration efforts across the state, conducted meetings with district officials, and established flying squads for effective monitoring and enforcement. Registration can be completed year-round at labour department offices, state entry points, and checkpoints.

A comprehensive labour database is in development to help the government extend welfare support during emergencies, such as pandemics. Secretary Raghul K. cited the extensive logistics involved in assisting stranded migrant workers during the COVID-19 pandemic, asserting that a robust database would streamline such future operations.

As of January 2025, 18,995 organised sector labourers have registered, with an additional 16,000 registrations logged between September 2024 and January 2025. The labour card is not to be mistaken for an identity or entry document. To further facilitate the process, a new website and mobile application will soon enable online self-registration for labourers.
