The Central Government has earmarked a total of Rs 62.79 crore for three projects under the Bodo Accord 2020’s special package and set aside an additional Rs 658.20 crore for 11 more projects in varying stages of approval. Despite the sanctioning of these funds, no disbursements have occurred due to the Assam Government’s failure to submit the required formal request.
This situation came to light during a parliamentary session when Rajya Sabha MP Rwngwra Narzary posed a query. Dr. Sukanta Majumdar, the Minister of State for the Development of North Eastern Region (MDONER), explained that according to the Memorandum of Settlement (MoS) signed on January 27, 2020, the Central Government pledged Rs 750 crore, to be matched by an equal amount from the Assam Government, making a total of Rs 1,500 crore aimed at developing the Bodoland Territorial Region (BTR) over three years.
Dr. Majumdar further revealed that the Bodoland Territorial Council (BTC) has submitted project proposals amounting to Rs 720.99 crore. However, by December 12, 2024, no funds have been released due to the Assam Government’s delay in submitting the funding request required for disbursement.
The ongoing delay raises concerns regarding the timely implementation of the developmental initiatives promised under the Bodo Peace Accord, which was designed to promote growth and stability in the BTR. As a result, local representatives and stakeholders are urging the Assam Government to expedite the necessary processes to ensure that the region reaps the benefits of the accord without further postponements.
The situation underscores the critical importance of administrative efficiency in translating government commitments into tangible developmental outcomes for the region’s socio-economic progress.
